There is no regulation sheet size for toilet tissue. Industry standard used to be 4" x 4", but competition lead to "cheaters" who could save money by making shorter sheets. Because most people don't measure their toilet paper (or even notice) the "cheater sheet" is now commonplace.

This image (2 sheets for scale) demonstrates the difference between a cheater & our true sheet tissue. What's .9" ? Not a lot. But it adds up fast!
0.9" per sheet x 500 sheets = 450" per roll
450" per roll x 96 rolls = 43,200" per case
43,200" = 3,600 Ft
